Oregon’s legislative session is almost over, and lawmakers have only passed one of nine critical bills in the Energy Affordability and Resilience Package. The rest are still sitting on the table, and we need your help to move them forward.
This is about justice. Frontline communities, especially low-income, rural, Black, Indigenous, and people of color, are being hit first and worst by climate disasters and rising utility bills. Lawmakers must take bold action now to protect and invest in the communities most impacted.

There has been momentum. Legislators passed the POWER Act (HB 3546) last week, a bill that holds large corporate electricity users accountable for their impacts on our grid. That win belongs to all of us fighting for energy justice. But we can’t stop here. Lawmakers need to pass the full package right away.
We are calling for:
- $30 million for the Rental Home Heat Pump Program to bring clean, efficient cooling to renters
- $15 million for the Community Heat Pump Deployment Program to expand access across Oregon
- $10 million for Community Resilience Hubs that provide safety, power, and clean air during climate disasters
- FAIR Energy reform to make the utility system work for people, not profits
- Performance-Based Ratemaking to make utilities deliver results for our communities
- Funding for the Oregon Energy Assistance Program so no one faces shutoffs in extreme heat or cold
